Digital Ignite/Crowd Wisdom is a powerful LMS, with a very impressive assessment engine (Himalaya). However, our association's needs were a pre-med student population that rotated three times a year. This was a major headache to manage on a named user/lic basis. The company is reasonable to work with; but this is not like dealing with a large AMS vendor. It is also, not a true SaaS product. Every implementation looks like it's a one-off.
